Most of them should be password protected and not allow you to connect to them, even if you want to. Exceptions would be if you happen to live near a business that offers free wi-fi to customers, or near someone who has not properly secured their home network.
That said, unless you have wi-fi of your own, it does make sense to turn the wi-fi off on the phone.

line at store and the person behind me was talking a lot
and when I asked who they were talking to I learned they
had a earpiece with a mike that used Bluetooth to talk

iPhones support USB tethering, it looks like some Android
phones support this as well.
Using this method, there is no wifi or bluetooth signals
and your phone is being charged at the same time.

The USB charging cable seems that it is for charging only.
I plugged it in the XP PC but nothing showed up in Windows Explorer with that wire, but the USB wire for my earlier 3G phone showed up O.K. when I have used it.
Microsoft Support article that I read long ago said USB connections weren't available for Android.

When you plug an android phone into a PC, there should be an option
from the notification window to change the USB format from USB
charging, file transfer, or MTP transfer. Selecting USB transfer
should let it show up in Windows Explorer.
At least, that's how it's been with the last couple of phones -
although I store media on an external card in my phone, and it's faster
to remove the card and plug the card directly into the computer rather
than transfer through the phone.

I was thinking I could substitute a BT device where the
old DSL modem connected to the WAN output and then use
Internet thru the cellphone as I did when using the DSL
modem.
I even occasionally make a file of all that's in the C:
and the D: partition(s) so later when I am wondering where
I Saved a file, I can open the Text File I most recently
made and then use CTRL f to Find where I stuck that file,
so I can open it. I make many many many subdirectories,
some I look into regularly, many others I don't where they
are OR what's in them, BUT MY TEXT FILE DOES.
